Superintendent's Message - Sept 25

WVUSD School Community,

 

First and foremost, I hope you and your family are safe and healthy. I know this pandemic has been challenging for many people professionally, academically, and emotionally. I want to sincerely thank you for your contributions to our Distance Learning program as we began the 2020/2021 school year. I appreciate our teachers, support personnel, classified employees, and administrators for their continued commitment and dedication to our students. I also appreciate and empathize with our students, parents, and families for their support, adaptability, and patience, especially during these past seven weeks of school.

 

Our Board of Trustees and I could not be more proud and thankful for our entire school community during this most unprecedented time. I am confident that these unfortunate circumstances will bring our District community together, and we will emerge stronger and more unified.

 

As I have shared since March when schools across the country were first forced to discontinue "in­ person" instruction due to the COVID-19 pandemic, we continue to monitor and follow the directives of the Los Angeles County Department of Public Health (Public Health).

 

Currently, Los Angeles County (LA County) has yet to show the progress required to consider allowing "in-person" instruction. Therefore, there is no significant change in our status to report at this time. However, I felt that it was important to touch base with you (especially since several surrounding counties are experiencing a more rapid progressive trend in lowering the community spread of COVID- 19 and are opening and/or preparing to open schools for "in-person" instruction).

 

I will attempt to explain, in some detail, our current status ... while trying to bring clarity to an otherwise complicated system.

 

In late August, California Governor Gavin Newsom announced changes to the state's COVID-19 monitoring system in regards to reopening various services, including the key metrics and considerations applicable to schools. Counties throughout the state will now be placed in one of four colored-coded tiers.

 

LA County was initially placed in Tier 1 (purple), which is described as the most severe and "widespread." A county must successfully meet the set criteria (see the Public Health website for specific regulations at https://covid19.ca.gov/safer-economy/) for two consecutive weeks before being eligible to move into the less-severe Tier 2 (red).

 

Furthermore, a county must then successfully meet the set criteria in the red tier for two additional consecutive weeks before any consideration will be given for allowing the school districts within their county boundaries to return to "in-person" instruction. At that point, a county will then determine when they will allow school districts to have the local authority to begin providing "in-person" instruction. Finally, when that time arrives, local districts and schools will have to meet significant safety requirements before being permitted to reopen.

 

Currently, LA County has not met the metrics required to advance out of the most "widespread" Tier 1 (purple). However, several other counties have successfully advanced out of Tier 1 and, additionally, have met the required metrics for two consecutive weeks in Tier 2 (red). As a result, you have probably heard discussions and/or reports of school districts in these eligible counties (such as Orange County) returning and/or setting a return date for "in-person" instruction.

 

Lastly, schools with Transitional Kindergarten (TK) through 6th grade are permitted to submit a waiver application allowing students in those targeted grades to return to "in-person" instruction if their county approves the request. However, our county (LA County) has announced that, at this time, they will not approve any waivers.

 

While school districts in LA County, including Walnut Valley, are unable to even contemplate returning "in-person" at this time, we are working diligently to prepare for an "in-person" model, so that we will be ready when permitted and confident in so doing. We have established various stakeholder focus groups to address the numerous requirements, needs, and safety protocols, such as personal protective equipment, routines for frequent cleaning and disinfecting, classroom air filters, transportation, nutrition services, social distancing, symptom screening, daily bell schedules, instructional methodology, child care services, etc. Additionally, we are developing plans to assist those students uncomfortable with a return to "in-person" instruction to continue in a non "in-person" setting.

 

In closing, thank you again for your patience. I appreciate your continued support and encouragement for all students to remain focused and engaged in our Distance Learning program until we are able to safely return to our traditional "in-person" model of teaching and learning.
